Boat 14280 (Crosby) protested 15230(Mathers)

approaching windward mark. 14280 is on starboard and 15230 is on port.

14286 had to sail above close haul to avoid contact.

Protest committee finds 15230 disqualified for violating rules 10 and 13

starboard tack boat has right away over port tack – rule 10

committee rejects 15230 defense that it had overlap,  under rule 18

rule 18 does not apply at the windward mark for boats on different tacks
